PACT HISTORY
PACT Origins
PACT was formed due to the aftermath of the McDuffie riots in 1980, which were sparked by the acquittal of police officers responsible for the death of Arthur McDuffie. This event led to widespread anger in Black communities. In response, local leaders, specifically Black Christian clergy recognized the need for organized action to address injustice and demand accountability.
The Expansion of PULSE
Following the McDuffie riots, community leaders formed an organization called PULSE (People United to Lead the Struggle for Equality), with support from local groups. PULSE focused on fighting systemic inequality and amplifying the voices of marginalized communities. As the movement grew, leaders sought to expand their efforts beyond a single group by creating a broader, interfaith structure that could unite people across different religious and cultural backgrounds. This led to the creation of DART (Direct Action and Research Training Center), which focused on grassroots organizing and training communities to push for systemic change.
The Formation of PACT
Through DART’s efforts, local grassroots organizations began forming across different regions, including one in Miami, PACT. Established in 1988, PACT brought together congregations from various faiths, including churches, synagogues, and later mosques, to work collectively on community issues. From its founding, PACT emphasized unity and collaboration, using the power of organized communities to hold public officials accountable and push for meaningful reforms. Its early priorities reflected urgent community concerns such as crime, drugs, and lack of youth opportunities.
Community Action
Throughout the 1990s and early 2000s, PACT took an interactive approach to addressing local problems. Members organized community meetings, worked with law enforcement, and pushed for practical solutions like improved street lighting, housing access, and education reform. One of its most notable efforts was advocating for the Direct Instruction program in schools, which significantly improved reading outcomes. PACT also worked on larger-scale initiatives, like the expansion of public transportation, increasing affordable housing, and implementation of programs to reduce crime and support the youth.
Current Efforts
In recent years, PACT has continued to evolve while staying true to its mission of community empowerment and justice. It has focused on issues such as gun violence prevention, affordable housing, environmental improvements, and reducing unnecessary arrests through civil citation programs. Despite challenges, including low media attention and state policies limiting local influence, PACT remains a powerful example of grassroots organizing. Its history shows how communities, especially through united congregations, can come together in response to injustice and create lasting change.
